Roseville’s toilet rebate starts before the purchase, with a city pre-inspection
The city offers eligible water customers up to $100 for a qualifying replacement, with prior approval required.

A water-saving replacement can become an expensive assumption if the paperwork happens too late. In its October 13 update, Roseville says eligible water customers may receive up to one hundred dollars toward a qualifying efficient toilet, but a pre-inspection and city approval must happen before purchase or replacement.
The same update describes a simple check for a tank leak: add a few drops of food coloring to the tank, wait ten minutes without flushing and look for color appearing in the bowl. The city advises flushing afterward to avoid staining. This check suggests a possible leak; it does not establish which component needs repair.

Before buying anything, review the current rebate requirements and contact the city about eligibility, inspection arrangements and qualifying models. Keep the approval and purchase records together. A product advertised as efficient is not automatically eligible for every utility program, and the announced maximum is not a guaranteed payment for every applicant.
If you are unsure how to handle a tank lid or investigate a plumbing problem, seek appropriate help rather than forcing parts or improvising a repair. The useful first step is noticing a problem and confirming the process. An approved replacement and a repaired leak are different outcomes, but both begin with understanding what is actually happening.
